The 5-Step UPDA Registration Process

Your Hukoomi e-government account is the official access point for the MME engineer registration portal. You’ll use it to upload documents, track your registration, and receive exam updates.

- Log into Hukoomi → Engineer Admission & Classification
- Select “New Engineer Registration”
- Upload all attested documents and fill personal details
- Submit and keep your registration number
- Receive exam schedule via SMS or email
- Pass exam → receive official MME/UPDA Engineer License
- Apply via Hukoomi, select a listed university temporarily
- Receive Rejection Letter from the MME portal
- Apply for School Equivalency through Ministry of Education (MOE)
- Submit degree & mark sheets for University Equivalency
- MOFA contacts university for verification
- Upload Equivalency Certificate to MME portal
- Exam date issued after approval
Unlisted University — Full Equivalency Process Explained
Follow these six steps carefully if your university is not listed or currently suspended on the MME approved list.
Initial Application via Hukoomi
Apply via your Hukoomi account → Engineer Registration. Select a listed university from your country temporarily. Upload documents and submit — the portal will issue a Rejection Letter.
Download the Rejection Letter
Download the Rejection Letter from the MME portal. This document qualifies you to apply for Equivalency through the Ministry of Education (MOE).
School Equivalency
Submit your 10th and 12th (secondary) certificates and mark sheets to the MOE. Obtain the School Equivalency Certificate once verified.
University Equivalency Application
Submit your degree, mark sheets, and school equivalency documents to MOE. Fill the Data Waiver Form accurately — including Full Name, Course, University Name & Country, and the official university contact person’s email (institutional only — no Gmail/Yahoo).
MOFA & University Verification
The Ministry of Education and MOFA Qatar contact your university for verification. Once authenticity is confirmed, the MOE issues your University Equivalency Certificate.
Upload Equivalency Certificate & Receive Exam Date
Return to the MME portal, upload the Equivalency Certificate, and resubmit your application. Upon approval, your exam date will be issued.
