How to Apply UPDA Exam
If you’re an engineer working or planning to work in Qatar, obtaining your UPDA/MMUP (MME) engineering license is an essential professional milestone.
This comprehensive guide from Green International explains the entire registration process — including what to do if your university is listed or unlisted — and reflects all latest November 2025 updates.
1. What Is the UPDA/MMUP (MME) Exam?
The UPDA/MMUP (Ministry of Municipality and Environment) exam evaluates the academic qualifications, experience, and technical expertise of engineers before they are licensed to practice in Qatar.
It ensures that only qualified professionals are authorized to sign, design, and manage engineering works within the country.
2. Eligibility Requirements (2025 Update)
Before starting your registration, make sure you meet the following:
Bachelor’s Degree in Engineering or an equivalent discipline
Degree and mark sheets attested by your home country authorities and Qatar MOFA
Valid Qatar ID and residence permit
Police Clearance Certificate (PCC) from Qatar
Experience Certificates (attested) if you’re a working professional
3. Create Your Hukoomi Account
Your Hukoomi e-government account is your official access point for the MME engineer registration portal.
Steps to Create:
Visit https://www.gov.qa
Click “Create Account” and provide your Qatar ID and mobile number
Verify via SMS or collect a PIN from your nearest post office
Once active, log in and choose “Engineers Registration – Admission & Classification Committee” from Ministry of Municipality services
You’ll use this account to upload documents, track your registration, and receive exam updates.
4. Document Preparation & Attestation
Thorough document preparation saves weeks of delay. All documents must be clearly scanned, legible, and fully attested.
Required Documents:
Bachelor’s Degree Certificate (attested)
Semester-wise Mark Sheets or Consolidated Transcript (attested)
Qatar Police Clearance Certificate (PCC)
Passport Copy
Qatar ID Copy (front & back)
Passport-size Photo (plain background)
Updated CV
Experience Certificates (attested)
Optional: Professional certifications such as PMP, Revit, ISO, Primavera, etc.
File Format & Naming:
Degree: PDF (degree + attested page combined)
Qatar ID: JPEG (front & back together)
Passport: PDF
CV: PDF
Experience Certificates: Each certificate in one PDF (with attestation)
Photo: JPEG
Name files clearly (for example: Degree_Attested.pdf, Experience_Qatar.pdf).
5. Listed Universities — Fast-Track Registration
If your university is already listed on the official MME approved universities list, your process is direct and fast.
Steps:
Visit https://greenintlupdaexamtraining.com/upda_resources/upda-exam-registration-procedure/ to confirm your university’s status
Log into your Hukoomi account → Engineer Admission & Classification
Select “New Engineer Registration”
Upload all attested documents and fill in personal details
Submit the form and keep your registration number
Once approved, you’ll receive your exam schedule via SMS or email
After passing, you’ll receive your official MME/UPDA Engineer License authorizing you to practice engineering in Qatar.
6. Unlisted Universities — Full Equivalency Route
If your university is not listed or currently suspended, follow this extended equivalency process to gain eligibility.
Step 1: Initial Application
Apply via your Hukoomi account → Engineer Registration
Select a listed university from your country temporarily
Upload documents and submit — the portal will later issue a Rejection Letter
Step 2: Receive Rejection Letter
Download the Rejection Letter from the MME portal
This allows you to apply for Equivalency through the Ministry of Education (MOE)
Step 3: School Equivalency
Submit your 10th and 12th (secondary) certificates and mark sheets to the MOE
Obtain the School Equivalency Certificate once verified
Step 4: University Equivalency
Submit your degree, mark sheets, and school equivalency documents to MOE
Fill the Data Waiver Form accurately, including:
Full Name and Course
University Name & Country
Official university contact person’s email (institutional only)
Step 5: MOFA & University Verification
The Ministry of Education and MOFA Qatar contact your university for verification
Once authenticity is confirmed, the MOE issues your University Equivalency Certificate
Step 6: Upload Equivalency Certificate
Return to the MME portal, upload the Equivalency Certificate, and resubmit your application
Upon approval, your exam date will be issued
Estimated Time: 6 to 10 weeks depending on university response and document verification.
7. Final Submission & Exam Scheduling
Log into your Hukoomi account → Engineer Admission & Classification
Upload all documents in this order: Personal → Education → Experience → Supporting Files
Submit, then print the generated Application Form (2–3 pages)
Sign it, affix your photo, and keep copies
You’ll receive an SMS/email with the appointment date to present original documents at the MME office.
After verification, the committee will schedule your official UPDA/MMUP Exam.
8. Common Errors to Avoid
Un-attested or incomplete degree documents
Using Gmail/Yahoo for university verification (use official institutional email)
Wrong file formats (for example, PNG instead of PDF)
Attested pages not merged with original documents
Late attestation causing rejections
Missing original copies during physical verification
9. Quick UPDA Registration Checklist

10. Final Thoughts
The UPDA/MMUP Registration Process in Qatar can seem lengthy, but with correct documentation and early planning, it’s completely manageable.
For listed-university engineers, it’s a direct upload-and-exam process.
For unlisted-university engineers, patience during the equivalency stage pays off — leading to the same professional recognition.
A carefully organized submission ensures a smoother approval and faster exam scheduling.
