Which Route Applies to You?
The registration process differs based on whether your university is listed on the MME portal. Identify your path before you begin.
Listed University
Your university is already recognized on the MME portal. The process is straightforward — complete attestation, obtain PCC, open a Hukoomi account, and submit your application directly online. Fast and easy.
Unlisted / Suspended University
Your university is not listed or is marked as suspended on the MME portal. You must first go through a university equivalency process via the Ministry of Education before submitting your UPDA application. This takes additional time — 10 detailed steps below.
Preliminary Requirements
Before anything else, confirm you have these two essentials. You also need a Hukoomi e-Government account.
Bachelor Engineering Degree
A recognized engineering degree in your field — must be attested from your home country and by MOFA Qatar.
Valid Qatar ID
A current Qatar ID is required to open your Hukoomi account with your Qatar mobile number.
Hukoomi Account
Visit portal.www.gov.qa, click Register, enter your Qatar ID and mobile number. For new accounts, collect your PIN at a Qatar Post branch directly. This account is used for all government services.
Check University Status
Verify whether your university is listed on the MME portal before beginning. This determines your entire process path.
Mandatory Documents Checklist
All documents must be attested by competent authorities in your home country and by the Ministry of Foreign Affairs (MOFA) Qatar.
Degree Certificate
Attested from home country authorities and MOFA Qatar. A bonafide certificate from your college/university with home-country and MOFA attestation is also required.
Consolidated Mark Sheet
Overall mark sheet covering all semesters. If a consolidated version is unavailable, individual semester mark sheets — each attested — must be produced.
Police Clearance Certificate (PCC)
Qatar PCC is required. Processing times vary by individual case and government regulations — obtain early to avoid delays.
Passport
Full valid passport in PDF format — include the stamped page if applicable. All pages in a single file.
Qatar ID Copy
Front and back in a single JPEG file.
Passport-Size Photo
Recent photo with a plain background in JPEG format.
Curriculum Vitae (CV)
All pages in a single PDF file.
Current Company Details
Details as per your Qatar ID. For current employer, Employee ID number is sufficient.
Experience Certificate Requirements
Experience certificates have specific attestation rules based on where and when you worked.
Qatar Experience — Pre-2014
Submit attested experience certificates. Note: MMUP does not consider Qatar experience certificates after 2014 if you have been living in Qatar without engineer registration.
Previous Experience — Outside Qatar
Must be attested from relevant authorities of the respective country, and finally attested by the Ministry of Foreign Affairs Qatar.
Multiple Qatar Companies
Previous Qatar experience from multiple companies must be attested by the Qatar Chamber of Commerce, then by the Ministry of Foreign Affairs Qatar.
Current Employer
Employee ID number from your current company is sufficient — no additional attestation required for current employment.
Course Completion Certificates
PMP, Revit, Primavera, NFPA, NEBOSH and similar certificates should be submitted as additional supporting documents.
Rest of Qatar Experience
Any other Qatar experience is acceptable if properly attested per the standard Qatar attestation requirements.
10-Step Equivalency Process
If your university is not on the MME list, follow these steps precisely. Green International has successfully handled over 2,500 such applications.

Apply for UPDA/MMUP Exam as Usual
Submit your application on the MME website. In the university column, choose any other listed university from your country. MME will reject the application during review and initiate the process to add your university.

Download the Rejection Letter
After rejection, download the official rejection letter from the MME website. This document is required for the next steps.

Apply for School Equivalency
Visit the Ministry of Education Council’s website and apply for school equivalency. You will need your 10th and 12th mark sheets attested before submission. Once you receive the school equivalency certificate, proceed to the next step.

Apply for University Equivalency
On the same Ministry of Education website, apply for university equivalency in the college/university section. Submit your degree certificate and required documents online. Visit the Ministry at the Supreme Council on C Ring Road (beside Naseeb Al Rabbi).

Fill the Data Waiver Form
Visit the university section with your degree certificate. You will be given a data waiver form — fill it with your personal details, college details, and an official contact email for your college (Gmail, Yahoo, and free email addresses are not accepted — must be an official institutional email). Return the form along with a copy of your degree certificate.

Wait for Ministry Communication & MOFA Payment
After a few days, you will receive a call from the Ministry. Visit MOFA (Ministry of Foreign Affairs) to make a payment of 50 QAR as the next step.

MOFA Contacts Your University
MOFA will email the official contact person at your university. Once the university responds, a committee is formed to review and accept or reject your application.

Visit MOE with Equivalency Certificate
Once accepted, you receive an equivalency letter. Visit the Ministry of Education (MOE) with this certificate to inform them you are applying for the UPDA Exam. MOE will communicate with MME on your behalf.

Upload All Documents on MME Website
Upload all necessary documents including the equivalency certificate on the MME portal. If everything is in order — genuine university, valid certificate, and regular mode of study — MME will approve your application for the exam.

Required Document Formats
All documents must be prepared in the formats below before uploading to the MME portal.
Engineering Degree
PDF — front page and attested page in a single file (degree first, attestation second).
Work Experience / Training
PDF — same format as degree. Certificate front page and attested page in a single file.
Qatar PCC
PDF format.
Qatar ID
JPEG — front and back in a single file.
Passport-Size Photo
JPEG format, plain background.
Passport
PDF — all pages including any stamped pages in a single file.
Curriculum Vitae
PDF — all pages in a single file.
File Naming
Name each file clearly: “Engineering Degree”, “Experience 1”, “Experience 2”, etc. Do not start filenames with serial numbers.
MME Document Upload Procedure
Follow these steps on the official MME portal to complete your submission.
Login to MME PortalVisit www.mme.gov.qa using your Hukoomi user ID and password. Select English or Arabic language.
Select Engineers & Engineering CommitteeFrom the portal menu, select the Engineers & Engineering Committee option, then click “New Engineer Registration”.
Stage-by-Stage UploadingThe portal will guide you through uploading automatically. At each stage, upload the relevant documents as prompted.
Feed Personal DataEnter your personal information first, then educational qualifications, then work experience, then any additional documents (CV, passport copy, etc.).
Final Confirmation & Registration NumberAfter clicking final confirmation, the system generates three pages with all your submitted data and a registration number. Print all three pages, affix your photo, and sign in the relevant locations. Keep these with you.
